Sorry Tampa would still not be able to afford Phaneuf. And even if a trade where phaneuf would go to Tampa, toronto would have to retain more salary and most likely it would be Matt Carle going to toronto.

The last thing both teams need is defense so I highly doubt either of them would accept those proposals from Toronto.
